Use of Body Worn Cameras (BWC) Privacy Notice

​​​​​​This privacy notice is designed to inform residents and visitors in the Cardiff area of how their personal data is processed via Body Worn Cameras (BWCs), operated by Cardiff Council. This notice describes our purpose for processing and the lawful basis we rely on to collect and store your personal data. 

Cardiff Council uses Body Worn Cameras in three service areas​: 

  • Civil Enforcement Officers (CEOs) 
  • City Centre Wardens
  • Enforcement Agents 



What personal information will we capture i​​n our Body Worn Cameras?


Cardiff Council Body Worn Cameras capture images of people and vehicles in and around where a camera is activated. This can include identifiable information such as vehicle registration plates and images of members of the public. ​

What is our purpose for using Body Worn Cameras​?


Cardiff Council will deploy Body Worn Camera units to assist in providing recorded visual and audio evidence for the following purposes:

  • To increase safety for Cardiff residents, workers, and visitors.
  • To assist in the prevention, deterrence and detection of crime, disorder, and anti-social behaviour and helping to provide a safer environment for those people who live and work in the area and for visitors travelling through the area.  
  • To improve staff training and development.
  • Assist in the investigation of any allegation of assault or abuse where a staff member is either the alleged victim or alleged aggressor.

What is our lawful basis for processing your personal data?​

Under the UK General Data Protection Regulation (UK GDPR), the lawful bases we rely on for processing this information are Article 6 (1):
(c) We have a legal obligation.
(d) We have a vital interest.
(e) We need it to perform a public task.
(f) We have a legitimate interest.

This will include matters of public safety, and the prevention and detection of crime 

Who will we share your personal data with?

We may share your personal data with other organisations for purposes, including the prevention and detection of crime, to comply with a legal obligation, or where legally permitted. These organisations include, but are not limited to:

  • Other Cardiff Council departments
  • Insurance companies
  • Courts and Tribunals
  • Law Enforcement agencies, including the Police
  • Ombudsman and regulatory authorities







​How long will we retain your personal data?


All CCTV recordings are retained for no longer than a period of 31 days and automatically deleted thereafter unless any CCTV recordings are deemed relevant to an ongoing investigation. ​​CCTV linked to an investigation may be retained for an extended period and will be deleted on conclusion in line with the Council's corporate retention schedule.​

How and when Body Worn Cameras are used​

When the camera is turned on, it will start capturing a rolling 30 second loop of video with audio. This 30 seconds of
video is not saved by the camera unless the officer activates the camera to record. When the camera is activated to
record, that previous 30 seconds of video is included in the recording.​​​





What are your rights?


Cardiff Council would like to make sure you are fully aware of all your data protection rights. Every user is entitled to the following:

  • Your right of access: you have the right to ask us for copies of your personal information.
  • Your right to rectification: you have the right to ask us to rectify personal information you think is inaccurate. You also have the right to ask us to complete information you think is incomplete.
  • Your right to erasure: you have the right to ask us to erase your personal information in certain circumstances.
  • Your right to restriction of processing: you have the right to ask us to restrict the processing of your personal information in certain circumstances.
  • Your right to object to processing: you have the right to object to the processing of your personal information in certain circumstances.
  • Your right to data portability: you have the right to ask that we transfer the personal information you gave us to another organisation, or to you, in certain circumstances.
