Identifying Additional Learning Needs


According to the Additional Learning Needs and Education Tribunal Act (2018) (ALNET), a child or young person aged 3 to 16 years has Additional Learning Needs if they:

  • have a significantly greater difficulty in learning than the majority of others of the same age or
  • have a disability which prevents or hinders them from making use of facilities for education or training of a kind generally provided for others of the same age.
  • are a child under compulsory school age (0 to 3 years) with a learning difficulty or disability if they are ?? or would be if no additional learning provision were made, when of compulsory school age.

​Children and young people with Additional Learning Needs may need more support to learn than the majority of children and young people of the same age.

Some children and young people will have a disability which will mean that they struggle to access standard educational facilities.

All schools, settings, colleges and local authorities must support all children and young people, including those who have, or may have, ALN.

One of the principles of the ALNET act is to create inclusive education to ensure that where possible, children and young people with ALN are supported to attend mainstream education with support.
