ENGLISH MEDIUM SECONDARY SCHOOL PROVISION
NOTICE IS HEREBY GIVEN in accordance with Section 42 of the School Standards and Organisation (Wales) Act 2013 and the School Organisation Code, that Cardiff Council (herein after “the Authority”), having consulted such persons as appeared to them to be appropriate, propose to:
- Increase the capacity of Cantonian High School, Fairwater Road, Fairwater, Cardiff, CF5 3JR from 6 forms of entry (180 places per year group) to eight forms of entry (240 places per year group), with sixth form provision for up to 250 pupils, by replacing the current school buildings with larger, new build accommodation on the same site; and
- Expand the Specialist Resource Base (SRB) at Cantonian High School for learners with an Autism Spectrum Condition (ASC) from 20 to 30 places in the enlarged purpose built accommodation in the new school buildings.
It is proposed to implement the proposal from September 2023.
The school is currently maintained by Cardiff Council.
The Authority undertook a period of consultation before deciding to publish this proposal. A consultation report containing a summary of the issues raised by consultees and the Authority’s responses and the views of Estyn is available to view at:

The current school capacity is 1,046 including sixth form. The current number of pupils at the school is 573 (11-16) and 52 (sixth form).
The number of pupils to be admitted to the school in Year 7 (the relevant age group), at age 11, in the first school year in which the proposal is to be implemented will be 240.
The school’s proposed capacity once the proposal is implemented will be 1,450 places including sixth form.
Admissions to the school are managed by the local authority.
The SRB is currently resourced for 20 pupils aged 11 – 19 with statements of special educational need specific to autism spectrum conditions.
Admissions to the SRB are managed by the local authority. Placements would be subject to a statement of Special Education Need in accordance with the Special Education Code of Practice for Wales 2002 and the new Additional Learning Needs and Education Tribunal (Wales) Act 2018 (when in force).
There are no plans to change the Council’s policy on the admission of children to schools as a result of these proposals.
Any arrangements for the transport of pupils will be made in accordance with the Authority’s existing policies on school transport.
Within a period of 28 days of the date of publication of these proposals, that is to say by 25th July 2019, any person may object to these proposals.

It is proposed to implement the proposal from September 2023.

Woodlands High School is a special school providing special school places for learners aged 11-19 with complex learning needs.
Pupils’ needs cover a wide range, including moderate or severe learning difficulties, speech, language and communication needs, and ASD. No children have profound and multiple learning difficulties. Some pupils are ambulant, some are active or have behaviour needs but others may have minor physical disabilities. Some may have severe sensory impairment. Support spaces include sensory rooms, and therapy bases such as speech and language therapy or sensory support, but no hydrotherapy. A few children use mobility aids.
The school is located in Caerau and admits pupils from across the authority.
From 08 January 2018 the school has been federated with Riverbank and Ty Gwyn Special Schools, as the Western Learning Campus Federation. The school would continue to be part of the federation.
It is proposed to transfer the school to enlarged new build accommodation at the Cantonian High School site in Fairwater and increase the capacity from 140 places to 240 places.
In addition to the proposed transfer and expansion of Woodlands High School, it is also proposed to transfer and expand Riverbank Special School to the Cantonian High School site, and to expand and replace the existing buildings of Cantonian High School and the Specialist Resource Base (SRB). Additional Learning Needs provision has a city-wide catchment and therefore pupils may not live in the immediate vicinity of the site. Therefore, walking, cycle routes, bus services or rail services may not be suitable due to either distance or pupil needs. Furthermore, whilst some pupils are able to travel independently with support it is acknowledged that others are not and therefore Schools Transport will work with pupils, schools and parents/carers to look at the most appropriate form of transport for the pupil and their needs.
