Home Improvements Loan

Funded by The Welsh Government, the purpose of the scheme is to provide interest-free loans to help eligible owner occupiers keep their properties warm, safe, dry and secure.
 
The loan will be delivered by placing a life time charge on a property which will be recovered when the property is disposed of. Maximum loan amount £25,000.

All applications will be subject to a 15% administration fee which covers the Local Authority's costs in administering the loan, this fee will be added to the property charge. All applicants will need to meet the qualifying criteria.
 

 

Qualifying criteria

 
With limited resources it is not possible to offer assistance to all owner-occupiers in Cardiff.  In line with Council priorities, financial assistance will be targeted to older people. However, some older persons within this group will have the financial means to pay for works to their property, either through income or capital contained within their home.  Financial assistance will therefore be targeted towards those in lower value properties on a low income. 


To be eligible your property must:

  • be registered with Land Registry in the applicant's name
  • be within Council Tax band A - D
  • be at least 10 years old
  • be at a level of disrepair


You must:

  • be over 65 years old
  • be on a means tested benefit
  • be the owner occupier of the property
  • have occupied the property as your only residence for 3 years prior to application
  • have equity within the property
  • have less than £16k in savings
  • have total borrowed not exceeding 80% of the property value - excluding outstanding loans
  • not have received a repair grant in the last 5 years
