​Cardiff Council believes busking brings vibrancy to our streets and public spaces. Busking is welcome on public land although please note that you will need a permit.

Busking is not illegal but there are bylaws or rules that you must abide by, such as:

  • Do not make too much noise
  • Do not block public highways (footpaths, pavements, open pedestrian areas)
  • Do not display notices asking for payment
  • Do not carry out street trading (you need a street trading licence for this)
  • You may only busk in certain parts of the city centre and for a limited period of time
  • You should be aware of public events and holidays

Please note:

  • Children under 14 years of age are not allowed to busk
  • You must display your licence at all times when performing in a public place.
  • We recommend that all performers have suitable Public Liability Insurance. 

How to apply for a Busking Permit

All potential buskers will be assessed before a permit is approved. For all applications, enquiries and for guidance please contact us.

Busking For Charity

Any activity on the public highway involving a collection for (or donation of proceeds to) charity requires a charity street collection permit​. Once you have your permit, you are free to busk for charity on any public land within the times and areas specified on your permit. 

Buskers for charity are still expected to operate within the restrictions.
