Scaffolding

​​​ Cardiff Council as the Highway Authority has a duty under the Highways Act 1980 Section 169 to control scaffolding erected on the adopted highway. 

To control the amount and location of scaffolding on a highway Cardiff Council has introduced a registration for scaffolding companies operating within Cardiff.  Prior to any company applying for a scaffolding permit the company must be registered with Cardiff Council. 

To be considered for registration with County Council to be permitted to place Scaffolding on the adopted highway traders must complete the attached registration and provide: 

  • copy of your Public Liability Insurance Certificate
  • Proof of competence demonstrated by supplying NASC membership details or alternatively copies of Scaffolders CISRS cards 

Cost


It costs £150 for up to 12 sqm of scaffolding.

After this, it will cost £10 for every sqm up to 62 sqm.

After this, it will cost £5 per sqm of scaffolding.

If you want to renew your licence, it will cost 75% of the first charge. ​

Penalty for non-observance

There are Fixed Penalty Notices of up to £100 which will be enforced plus the permit fees if scaffolding is erected on the public highway without a valid permit. The Fixed Penalty Notice will also apply if the Scaffolding Terms and Conditions are not adhered to. What happens next?

Once the application is received it will be processed and you will be contacted to take payment by Debit / Credit Card. 

Payment in full is required before a licence/permit can be issued. 

If the application is unsuccessful, Cardiff Council will contact you with the reasons for the refusal to grant permission in this instance.​​
