Street trader

​​​​​​Street trading is prohibited on the majority of Cardiff’s streets. It is an offence to street trade on or within 35 meters of a prohibited street.​

There are a small number of historical street trading licensed sites in Cardiff. However the council has determined that no new street trading licences will be granted.

Street trading consents cover more infrequent types of trading and are only issued for specific major events in the city on allocated sites.

All applicants for food street trading consents must be vetted by the council’s food safety and waste management.

Exceptions

These include news vendors or roundsmen. Please contact us to make sure you are exempt before you begin trading, or you may have your goods seized and face prosecution with a fine up to £1000. 

Pedlars 

A pedlar is someone who travels and trades on foot, going from town to town or house to house selling goods or offering their skills in handicrafts and selling such things as pictures, dusters and household goods. A person legitimately trading under a pedlar's certificate from the police may trade in a street on a limited basis, provided they abide by the following rules:

  • a pedlar is a pedestrian
  • a pedlar trades whilst travelling rather than travelling to trade
  • a pedlar goes to customers rather than allowing them to come to the pedlar
  • a pedlar is a seller rather than a mender
  • a pedlar must not remain stationary for long periods of time
  • a pedlar must not set up a stall and wait for people to approach applications for a pedlar’s certificate must be made to the police force for the area the applicant is resident.
